Caleb CowlesAlternate, Planning & Zoning

Caleb Cowles is a Southington resident with a proven track record of successfully working with property owners, businesses, municipal residents, and code enforcement officials throughout Connecticut to find common ground in navigating state and local laws.

Cowles understands that interpretation and intention of laws is not always as black and white as when those laws were enacted.  He believes each issue brought before him needs to be evaluated on a case-by-case basis and that open-minded analysis of problems and solutions can benefit the community for the greatest possible outcome.

Cowles learned early in life about the importance of public service – first from his uncle Arthur DellaVecchia, who taught by example to respect that every individual has their own story and unique set of concerns. Cowles also learned early on from the Simone side of his family how important local business and industry is to a community. Witnessing how once-booming factories can become challenging vacant land prioritizing the need for redevelopment with critical environmental and community concerns to address.

Among his professional accomplishments, Cowles has worked to create strong laws to protect
the rights of citizens across all socioeconomic levels  He has personally drafted local ordinances to reduce blight and public nuisances. He also lobbied on the creation of a state-wide property maintenance code to create common ground and address inconsistencies in jurisdictional regulations.

Cowles is a Registered Sanitarian with the City of New Britain Health Department in the role of the Supervising Sanitarian.  He is the immediate past president of the Connecticut Association of Housing Code Enforcement Officials. He was recently honored for his leadership of that organization in his role as co-chair of the Property Maintenance Code Working Group, which is part of the State Health Improvement Plan.  He is the chair of the Elks Lodge 957 Fraternal Committee and over the spring season he was an assistant coach in the Southington Soccer Club.

Caleb holds a Bachelor’s Degree in Biology from Central Connecticut State University, and a Master’s Degree in Public Health and a Certificate in Public Administration from the University of Connecticut. He lives in Southington with his wife, Erin, and son, Jonah.
